It was revealed that the Korea Disease Control and Prevention Agency reported to the public health center three years later that there was a blood donor infected with the human immunodeficiency virus (HIV) during a group blood donation at a military unit. HIV is a virus that causes acquired immunodeficiency syndrome (AIDS).


According to the Agency for Disease Control and Prevention on the 9th, the Korean Red Cross discovered that Mr. A, who donated blood while serving in the military in April 2020, was infected with HIV and reported it to the Agency for Disease Control and Prevention. However, the Korea Disease Control and Prevention Agency did not notify the public health center at Mr. A’s address. The notification was made only last August, more than three years after the report.

According to the AIDS Prevention Act, the Red Cross must report to the Korea Disease Control and Prevention Agency within 24 hours if blood received through blood donation is confirmed to be infected with HIV.

The Korea Disease Control and Prevention Agency must notify the public health center and county authorities in charge of the infected person's address so that an epidemiological investigation can be conducted.

It is presumed that Mr. A continued his military service without knowing that he was infected with HIV until discharge from the military due to the Korea Disease Control and Prevention Agency's negligence.
